Имплементация концептуальной модели «4К» (критическое мышление, креативность, коммуникация, кооперация) в вузах ФСИН России выступает ключевым вектором модернизации профессионально-педагогической подготовки курсантов. Гуманизация уголовно-исполнительной системы и профилактика рецидивной преступности детерминируют запрос на развитие у офицерского состава когнитивной гибкости, стрессоустойчивости и оперативно-тактической компетентности. Специфика оперативно-служебной деятельности, протекающей в условиях психоэмоционального напряжения и жесткой иерархичности, требует смены образовательной парадигмы: отхода от узкоспециализированной мономодели (hard skills) к синергии юридических знаний и над профессиональных компетенций (soft skills). Эмпирический анализ выявил дисбаланс между нормативно-теоретической подготовкой курсантов и их готовностью к принятию нешаблонных решений в экстремальных ситуациях. Для его устранения обоснован комплекс педагогических условий, включающий цифровизацию среды, ситуационное и полигонное обучение (Case-study), а также трансформацию роли преподавателя в фасилитатора.

The implementation of the conceptual "4C" model (critical thinking, creativity, communication, and collaboration) in higher education institutions of the Federal Penitentiary Service of Russia serves as a key vector for modernizing the professional and pedagogical training of cadets. The humanization of the penal system and the prevention of recidivism determine the demand for developing cognitive flexibility, stress tolerance, and operational-tactical competence among the officer corps. The specific nature of operational and service activities, which take place under conditions of psycho-emotional tension and strict hierarchy, requires a shift in the educational paradigm: moving away from a highly specialized single model (hard skills) toward a synergy of legal knowledge and cross-professional competencies (soft skills). Empirical analysis has revealed an imbalance between the normative-theoretical training of cadets and their readiness to make non‑standard decisions in extreme situations. To address this issue, a comprehensive set of pedagogical conditions has been substantiated, including the digitalization of the environment, situational and simulation-based training (case studies), as well as the transformation of the instructor's role into that of a facilitator.
