В статье проводится комплексный анализ проблем организации и реализа циикриминалистических действий на первоначальном этапе розыска осужденного, совер шившего побег из исправительного учреждения (ИУ) УИСРоссии. Автор рассматривает спец ифику розыска как особой категории розыскных дел, осложненной режимными условиями, криминальным опытом беглеца и его связями в преступной среде. Исследуются системные противоречия между необходимостью оперативного проведения следственных действий (осмотр места происшествия, допрос, назначение экспертиз) и ограничениями, накладываемы мирежимом ИУ, а также межведомственными барьерами при координации усилий. Особое внимание уделяется проблемам проведения осмотра места побега, тактике допроса свидете лей из числа осужденных и сотрудников, использованию оперативно-розыскных и кримина листических учетов, взаимодействию следователя с оперативной группой ФСИН и террито риальными органами МВД. На основе анализа практики выделены ключевые проблемы: «за грязнение» обстановки места происшествия, информационная блокада и ложные показания, запаздывающее привлечение криминалистических ресурсов, сложности в организации оперативного преследования. Предложена система мер по оптимизации розыска, включающая разработку типовых алгоритмов действий персонала ИУ при ЧП, создание мобильных межве домственных следственно-оперативных групп, внедрение современных технологий слежения и анализа данных, а также совершенствование подготовки специалистов по розыску.

The article provides a comprehensive analysis of the problems of the organization and implementation of criminalistic actions at the initial stage of the search for a convict whoescaped from a correctional institution of the Criminal Penal System of Russia. The author considers the specifics of the search as a special category of wanted cases, complicated by regime conditions, the criminal experience of the fugitive and hisconnections in the criminal environment. The article examines the systemic contradictions between the need for prompt investigative actions (inspection of the scene, interrogation, appointment of examinations) and the restrictions imposed by the IUregime, aswell asinterdepartmental barriers in coordinating efforts. Special attention is paid to the problems of conducting an inspection of the escape site, the tactics of interrogating witnesses from among convicts and employees, the use of operational-search and forensic records, the investiga tor’s interaction with the FSIN task force and the territorial bodies of the Ministry of Internal Affairs. Based on the analysis of practice, keyproblems have been identified: “contamination” of the scene, information blockade and false testimony, delayed involvement of forensic resources, difficulties in organizing operational prosecution. A system of measures to optimize the search hasbeen proposed, including the development of standard algorithms for the actions of emergency management personnel, the creation of mobile interdepartmental investigative and operational groups, the intro duction of modern tracking and data analysis technologies, aswell asimproving the training of search specialists.
