В данной работе исследуется правовой статус федеральной территории, созданной в Российской Федерации после проведения олимпийских игр. Отмечается, что «Сириус» является экспериментальной площадкой, которая выступает для выполнения стра тегических проектов России в сфере спорта, культуры, образования и т.д. Исследуется происхождение данной территории, а также причины и цели ее учреждения. Статья включает в себя глубокое изучение нормативно-правовой базы, которая регулирует управление и созда ниефедеральной территории. В статье анализируются законодательство федерального, регионального и муниципального уровней, а также проведено изучение позиции Конституцион ного Суда. Отмечается правовая неясность статуса федеральной территории, что представ лять собой особый научный интерес. С одной стороны, «Сириус» обладает правовым положе нием федеральной территории с прямым федеральным управлением, с другой является муниципальным образованием, входящим в состав Краснодарского края. Такое исключительное сочетание уровней управления создает уникальную модель организации управления на указанной выше территории. В статье рассмотрен характер полномочий федеральной террито рии, их осуществление и передачи через заключение соответствующих соглашений о переда чиполномочий между федерацией, регионом и местным самоуправлением. Рассматриваются органы федеральной территории, порядок их формирования. Авторами также было обраще но внимание на специфические элементы в системе органов власти федеральной террито рии. Также былрассмотрен аспект бюджетирования и спектр полномочий, сочетающих в себе функции, относящиеся к разным уровням властных структур. Изучены специфика право вого положения федеральной территории и причины, обуславливающие данную особенность.

This paper examines the legal status of the federal territory established in the Russian Federation after the Olympic Games. It is noted that Sirius is an experimental platform that serves to implement Russia’s strategic projects in the fields of sports, culture, education, and more. The paper explores the origins of this territory, aswell as the reasons and goals behind itsestablish ment. The article provides a comprehensive analysis of the legal framework that governs the management and creation of the federal territory. Itnotes the legal ambiguity of the status of the federal territory, which is of particular scien tific interest. On the onehand, Sirius has the legal status of a federal territory with direct federal administration, while on the other hand, it is a municipal entity within the Krasnodar Territory. This exceptional combination of levels of administration creates a unique model for managing the territo ry. The article examines the nature of the federal territory’s powers, their implementation, and the transfer of powers through the conclusion of relevant agreements on the transfer of powers between the federal government, the region, and local self-government. The article also examines the federal territory’s governing bodies and the procedures for their formation. The authors also payattention to the specific elements in the system of federal territory’s government bodies. The article also discuss es the aspect of budgeting and the range of powers that combine functions from different levels of government. The specific legal status of the federal territory and the reasons for this feature have been studied.
