Статья посвящена анализу взаимодействия Свердловского обкома ВКП(б) и первых секретарей горкомов и райкомов в 1946 году. Г лавное внимание уделяется рассмотрению деятельности организационно-инструкторского отдела обкома и его сотрудников, призванных обеспечить перестройку партийной работы в условиях отказа от чрезвычайных методов военного времени. Основным источником выступают стенограммы июньского пленума 1946 года, на котором развернулась открытая дискуссия о качестве инструкторской работы, формах контроля и помощи нижестоящим партийным органам. Данные архивные первоисточники позволяют отразить конфликтные ситуации, оценки личных качеств сотрудников, а также механизмы публичного обсуждения недостатков партийной работы. В статье показано, что секретари горкомов и райкомов предъявляли к областному аппарату рядсущественных претензий: недостаточная систематичность инструктажа, неполная информированность о целях проверок, субъективизм в выводах, а порой и неэтичное поведение отдельных инструкторов. Особое внимание уделяется конкретным эпизодам, раскрывающим восприятие местной номенклатурой контрольных функций обкома. В ответ на критику областное руководство выступило с защитой работников обкома, настаивая на объективности их отчетных материалов и своевременности выявленных нарушений. На основе анализа полемики между представителями областного и местного уровней партийной вертикали делается вывод о том, что открытое обсуждение проблем организационной работы на пленуме стало важным инструментом поиска новых форм взаимодействия, более адекватных мирному времени.

The article analyzes the interaction between the Sverdlovsk Regional Committee of the All-Union Communist Party (Bolsheviks) and the first secretaries of city and district party committees in 1946. The main focus is on the activities of the Regional Committee’s organizational and instructional Department and itsstaff, whowere tasked with restructuring party work in the context of abandoning the emergency methods of wartime. The primary source is the stenographic record of the June 1946 plenum, during which an open discussion unfolded regarding the quality of instructional work, forms of control, and assistance to lower-level party bodies. These archival primary sources allow for the depiction of conflict situations, evaluations of staff members’ personal qualities, aswell as the mechanisms of public discussion of shortcomings in party work. The article shows that the secretaries of city and district committees raised a number of significant complaints against the regional apparatus: insufficient regularity of instruction, incomplete information about the purposes of inspections, subjectivity in conclusions, and sometimes unethical behavior by individual instructors. Special attention is paid to specific episodes that reveal how the local nomenclature perceived the control functions of the Regional Committee. In response to the criticism, the regional leadership defended the Regional Committee staff, insisting on the objectivity of their reporting materials and the timeliness of the identified violations. Based on an analysis of the polemics between representatives of the regional and local levels of the party hierarchy, the author concludes that the open discussion of organizational work problems at the plenum became an important instrument for finding newforms of interaction better suited to peacetime conditions.
