Г осударственно-правовое содействие развитию сельского хозяйства России осуществляется комплексом мер, условий и обязательств. Мероприятия направлены на обеспечение продовольственной безопасности России, импортозамещению сельскохозяйственной продукции, повышению эффективности производства, поддержку экономики аграрного сектора. Механизмы и направления государственно-правовой поддержки включают в себя законодательную базу, финансовое стимулирование, научно-техническое и технологическое развитие. В статье проанализированы Доктрина продовольственной безопасности и Стратегия развития агропромышленного и рыбохозяйственного комплексов РФ, закрепляющие основы продовольственной безопасности страны; перечислены основные правовые документы, направленные на регулирование финансового обеспечения аграрного сектора экономики. Для оценки влияния государственной поддержки сельского хозяйства России на развитие сельскохозяйственного производства, представлены данные по производству валовой продукции, выполнен корреляционный анализ зависимости объёмов производства от объёмов государственной поддержки. Сделаны выводы о необходимости дальнейших мергосударственно-правовой поддержки государством российскому сельскому хозяйству, включающие законодательную базу, финансовые инструменты, научно-технологические инициативы.

State and legal support for the development of agriculture in Russia is implemented through a set of measures, conditions, and obligations. These activities are aimed at ensuring food security for Russia, import substitution for agricultural products, increasing production efficiency, and supporting the economy of the agricultural sector. The mechanisms and areas of state and legal support include the legislative framework, financial incentives, and scientific, technical, and technological development. This article analyzes the Food Security Doctrine and the Strategy for the Development of the Agro-Industrial and Fisheries Complexes of the Russian Federation, which enshrine the foundations of the country’s food security. The main legal documents aimed at regulating financial support for the agricultural sector of the economy are listed. To assess the impact of state support for agriculture in Russia on the development of agricultural production, data on gross output are presented, and a correlation analysis of the dependence of production volumes on the volume of state support is performed. Conclusions are drawn regarding the need for further state and legal support measures for Russian agriculture, including the legislative framework, financial instruments, and scientific and technological initiatives.
