<p>The article deals with the U.S. practical experience in solving the nationally signif icant problems caused by mass incarceration, among them are prison overcrowding in the USA, significant inmate costs, high recidivism rates, and difficulties in reintegration and rehabilitation of persons released from correctional institutions. The research describes some alternative interven tion mechanisms for offenders that can be applied both pre-trial and post-conviction. In particular, the author studies pre-trail diversion programs, aswell ascurrent initiatives supporting the rehabili tation of defendants and employment of convicted persons. The materials reveal the specifics of pre-trial diversion procedure in cases involving illegal drug use, trade and trafficking in the USA, based on the «RISE» and «DIVERT» programs used in Massachusetts and Texas. It is established that such programs are based solely on the free will of offenders and are aimed at the timely social rehabilitation of defendants, the correction of criminal motivation and antisocial behavior, and active repentance. It’s revealed that the benefits of the programs include notonly financial and procedural savings, butalso a significant effectiveness in reducing recidivism rates. The research hasrevealed that employment opportunities for convicted persons constitute another important key to solve the problem of recidivism as a predictor of incarceration in the United States. It’s turned outthat specialized court programs and individual initiatives play a significant role in this process asthey are able notonly to enhance the vocational skills and knowledge of defendants and convicts, butalso to provide them with the necessary social and legal support.</p>
<kwd-group xml:lang="ru"><kwd>США</kwd><kwd>альтернативы тюремному заключению</kwd><kwd>программы досудебно гоурегулирования</kwd><kwd>инициативные проекты</kwd><kwd>профессиональная подготовка</kwd><kwd>содействие заня тости</kwd></kwd-group><kwd-group xml:lang="en"><kwd>the USA</kwd><kwd>alternatives to incarceration</kwd><kwd>pre-trial diversion programs</kwd><kwd>initiatives</kwd><kwd>professional training</kwd><kwd>employment</kwd></kwd-group></article-meta></front><back><ref-list><ref id="ref1"><mixed-citation publication-type="other" xml:lang="ru">Филоненко Т.
